Summary: David led a team of 5 experts and covered the economic and private sector development sectors and Miranda reviewed food security and HIV AIDS programmes The report concluded that the strategy was broadly in line with the principles of EC development policy. However it was recommended that the EC should adopt more of a partnership approach in line with the principles of Cotonou, including political dialogue in the implementation of all aspects of the PRSP and in respect for essential values underpinning the partnership such as gender equality, human rights and good governance. It was also recommended that the Commission should discontinue budget support in the 9th EDF and; request the Ministry of Finance to produce a detailed Public Finance Management action plan and closely monitor progress once a commitment towards implementation of the recommended action plan has been demonstrated. This recommendation was implemented. It was also recommended to make HIV/AIDS a focal sector in the 10th EDF and take a more proactive role in regional economic integration.

Summary: The internal quality of the programme has generally been very good. The programme has also been very influential. However, its external effectiveness and contribution to development outcomes has been more limited. This is largely due to difficult development context, and the small size and dispersal of the DFID programme relative to its objectives.

Summary: The Evaluation indicates that the strategy has been in line with Government of Egypt objective of economic social and political stability. It also indicates that the EC should now consider being a more proactive agent of change in economic, social and political reforms. Achievement of objectives has been mixed, the predominance of large technical assistance based projects has led to problems of ownership and low disbursement.

Summary: The research covers the PRSP process in Bolivia, Guyana, Honduras and Nicaragua, the four countries in the LAC region that are part of the enhanced Highly Indebted Poor Country Debt Relief Initiative (HIPC II). An update on the PRS process in some non-HIPC countries (Guatemala, Paraguay and some Caribbean countries) is also included. The report was researched from the UK through key informants in each country concerned. It primarily draws on the reflections and perceptions of DFIDís social development advisors and in-country civil society factors.

Summary: We produced an article for the Journal of Human Ecology explaining the concept of Triple Line accounting and the link with corporate social responsibility. The article is illustrated with some case study examples from assignments we have undertaken during the last three years.
