Lydia Richardson Social Development and Governance Specialist with particular emphasis in Grant Programme Design and Screening, Social Impact Assessment and Public Consultation, Gender Analysis and Monitoring and Evaluation Lydia is a social development and governance specialist with fifteen years of experience advising companies, governments, voluntary sector organisations and international financing institutions. Her skills include monitoring and evaluation, social impact assessment, stakeholder and gender analysis, needs assessment, capacity building and the analysis of policy options and priorities. Understanding the links between social, economic and environmental issues are a key part of her work. Her most recent project experience includes developing guidelines on how to work with vulnerable groups for an oil and gas company; evaluating the European Commission's strategy in Egypt; supporting the UK Government's Department of International Development (DFID) with the design of their strategy to support the governments' Poverty Reduction Strategy Papers (PRSP) in Honduras and Nicaragua; reviewing DFID Nepal's work in gender and social exclusion; designing a human rights project for DFID Peru; and co-ordinating a UK civil society consultation process for the conservation of the Brazilian rainforest project (PPG7). Prior to forming Triple Line she worked for Dames & Moore (now URS Corp). She has also worked for Action Aid and the International Institute for Environment and Development in London. |

Miranda Hungerford Consultancy and Project Management in Monitoring and Evaluation, Civil Society Development, Agriculture and Environmental Sectors Miranda has 10 years experience of consultancy and project management, working for most of the major aid donors and international financing institutions. Her recent experience includes project management of proposal appraisal and performance assessment services to DFID's Civil Society Challenge Fund, a mid term review for the Common Fund for Commodities' Five Year Action Plan, a mid term review of three of IFC's global environmental facilities, and a review of environmental grant funding for the multi-donor funded Project Preparation Committee, which supports financing for environmental work in the former Soviet Union and South East Europe. Lisa Noakes Project Manager and consultant specialising in the development and management of EU funded economic development projects. Lisa Noakes has over 15 years experience in consultancy and the last 9 years have been in international development, mainly in transition economies. The majority of her experience has been gained through working for the European Commission, enabling her to become fully conversant with European Communities Development Policy and the principles of good governance. Before joining Triple Line, Lisa worked as Deputy Head of International Consultancy at West Midlands Enterprise. One of her main responsibilities at WME was to manage 2 large EC Framework Contracts totaling a value of M€50. The first was for SME and Regional Development from 1996 - 2000. The second was for Economic Development from 2000 - September 2005. With the aid of a small team of project managers Lisa has been responsible for the management of over 550 projects worldwide. Ceinwen Giles Social Development Consultant Ceinwen is a social development specialist with skills in participatory development, monitoring and evaluation (M&E), gender analysis, conflict transformation, and poverty reduction. She also has skills in grant screening and performance assessment including experience on Triple Line’s teams for DFID’s Civil Society Challenge Fund (CSCF) and the Development Awareness Fund (DAF). Ceinwen’s recent work includes: field-visits to four projects funded through the CSCF in Tanzania (projects touched on workers' rights, HIV and AIDS and sexual and reproductive health, and access to justice for women); team leader for a final evaluation of a three-year EC-funded programme in Sierra Leone focused on access to justice, human rights, and local governance; and a review of Sida support to four UNDP programmes in Sierra Leone (focused on youth empowerment, local governance and decentralisation, and disarmament). Between 2001 and 2005 Ceinwen worked for the International Planned Parenthood Federation (London), the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP; Thailand), and Environment and Development in Action (ENDA) in Vietnam. |

Barbara Adolph Agricultural Development and Livelihoods Specialist Barbara is an agricultural development and livelihoods specialist with over 15 years experience advising government agencies, research organisations and civil society organisations in Sub-Saharan Africa and Asia. Her main area of expertise is supporting sustainable livelihoods through the design, implementation, monitoring and evaluation of targeted programs and policies, including organisation development and training. Recent experience include evaluating DFID’s extra-budgetary support (“Institutional Strategy”) to the World Food Programme, reviewing DFID’s research communication programmes, designing and implementing an M&E training course for the Ministry of Agriculture, Irrigation and Livestock in Afghanistan, and two missions for the European Union to identify and formulate components of its Food Security Thematic Programme to support continental and regional agricultural research in Africa (including support to FARA, the Forum for Agricultural Research in Africa). Barbara has facilitated numerous training courses and workshops on agricultural and social development, livelihoods analysis, participatory appraisal and institutional development in Europe and overseas. Before joining Triple Line, she worked as a consultant and researcher for the Natural Resources Institute, the International Crops Research Institute for the Semi-Arid Tropics in India, and the University of Hohenheim in Germany. |

Martin Wright Grant Programme Management, Monitoring and Evaluation and Livelihoods Specialist. Martin is a grant manager with a background in monitoring and evaluation and livelihoods. He is currently managing Triple Line’s contract with DFID for the management of the Development Awareness Fund. Martin has experience of strategic management of a programme for CAFOD supporting civil society partners working on post-tsunami and post-conflict recovery. Martin was responsible for grant screening and grant management for the Big Lottery Fund coordinating the work of the international grants team and undertaking project monitoring and evaluation assignments in Sub-Saharan Africa, S.E. Asia and Eastern Europe. Prior to this, Martin spent 13 years working on mostly long-term assignments in Indonesia. These included field-project management positions, working with teams of Indonesian consultants, and technical positions related to agricultural production and livelihoods. Between 1994 and 1998 Martin worked for the Development section of the Representation of the European Commission in Jakarta, monitoring the EC’s development programme with a primary focus on livelihoods and natural resource management. |

Laurence Sewell Institutional Management, Natural Resources Development, and Monitoring and Evaluation Specialist Laurence Sewell has over 30 years experience in a technical and managerial capacity to government agencies, organisations and the private sector, in Central and Eastern Europe, Near East, Asia and Africa. He has over 10 years direct experience of the transitional economies of the former Soviet Union and Central and Eastern Europe and wide experience in advising on planning and development in post-conflict situations. Laurence has a successful record as a project manager, team leader and strong team player, with detailed expertise in all stages of the project cycle, from identification through to evaluation (including work programming, budgeting, financial management and report preparation). He is a strategic planner with strong skills in institutional development and public sector capacity building. He has worked as an adviser at the Foreign & Commonwealth Office and as a special adviser to the Secretary of State for Defence. Shoa Asfaha Associate Consultant Dr Shoa Asfaha, socio-economist with experience in assessing and reviewing programs, undertaking evaluations, socio-economic research, impact assessments, organisational reviews and feasibility studies, and appraisal of project proposals for funding. With nearly 20 years experience in international development, Shoa has worked on long term as well as short term basis with international development organisations, research institutions, and donors all over the world including 17 countries in East, West and Southern Africa. Shoa completed her PhD in Paris and is fluent in Tigrinya, French, and Amharic. Shoa has worked with a number of organisations including CARE International, International Development Research Centre, Canada; Anti-Slavery International, Comic Relief, Rainforest Foundation, The Big Lottery (ex National Lottery Charities Board).
